Stewart brings over 30 years’ experience within Specialist Security and business, running a number of Specialist businesses in Security Training and Delivery. Stewart has operated from ground level through to CEO, Owner and Shareholder. With an initial Background in the Armed Forces and Specialised Security. Stewart has headed up a number of multi Million Pound Specialist businesses Worldwide with operations in the UK, Middle East, Africa and USA. Stewart is also a Sales Coach, Leadership and Management Trainer and holds an Security Industry Authority (SIA) Close Protection Licence in the UK and Licences in several other Countries.

Donna Allan is a seasoned Operating Department Practitioner with 12 years of dedicated experience in anaesthetics, renowned for her expertise in a major teaching hospital setting. Throughout her career, she has effectively supported a diverse array of specialities, including emergency surgery, trauma, and obstetrics, ensuring the highest level of patient care. As a valued member of the UK's emergency medical team, Donna plays a vital role in responding to critical situations with efficiency and competence. In addition to her clinical experience, she possesses extensive knowledge of IT systems, specialising in penetration testing and network management and security. Her unique blend of medical and technological expertise enables her to contribute significantly to both patient safety and the advancement of healthcare technology.

Tom Lockhart is Cougar International Ltd.’s founder and owner.  His current up to date skill set includes, technical surveillance, electronic countermeasures, close protection, physical surveillance risk assessment, physical and property security, Information security, and technical intelligence gathering. 

Since entering the private sector in 1998, Mr Lockhart has worked as a consultant to both governments and commercial entities.  Clients include UK intelligence services, Special Forces; UK approved foreign intelligence services and police forces in Singapore, Jamaica, Trinidad, Nigeria, Sri Lanka and the USA.  He also has a range of commercial clients including several multi-national corporations. Main areas of operation include:

Mr. Lockhart spent 22 years in the British Army, including 16 years with the UK Special Forces. He planned, operated and managed long-term surveillance operations against hard-line terrorists and criminal groups in many theatres, where his speciality was, covert operations and the application of cutting-edge technology to them.  He saw active service in many areas of the world, particularly in Northern Ireland where he served as a field operator and, later, as the operations officer of a large covert unit working against hard-line terrorist organisations. In-between operational 

tours, he served as an instructor at the Unit’s base and as an operational advisor to the UK Defence Research Agency. In his final tour of duty, Mr Lockhart played a lead role in establishing a Special Forces Technical Unit with a world-wide multi-theatre capability

Mr Lockhart has dedicated much of his career to anti-terrorist, close protection operations and the development of new equipment and operational techniques to utilise technology as a weapon in the fight against terrorism with a specific emphasis on the gathering of audio and video intelligence. He was deeply involved in the training of close protection personnel operating in high threat areas around the world and the application of cutting-edge technology to close protection operations. He was attached to the Royal and Diplomatic Protection Group as their Special Forces advisor based on his operational experience in combating the efforts of hard-line terrorists to threaten the lives of high-ranking diplomats and VIP’s.  

Currently As the head of IM&T Security for a major defence company, Mr. Lockhart is deeply involved and responsible for the Current and Strategic IT posture, Defence monitoring and Performance of numerous IT networks classified from Commercial through Official Sensitive up to Secret. This is a 

corporate commitment involving business inputs from UK HQ and manufacturing sites, the whole of the Middle East GCC countries, Australia, USA, Europe, and the Far East. He overwatches and Manages the Company Cyber defence operation, which experiences intensive periods of cyber-attacks consistent with the levels of threat expected in the Defence industry while engaged on key Government to Government contracts. Duties of the Head of Information management and Security consist of several key activity areas that are critical to the secure operation of the business, the protection of its intellectual property and strategic operational objectives.

During his military career, Mr Lockhart was awarded the Queen’s Gallantry Medal and the Queen’s Commendation for Valuable Service on two occasions while engaged on active service in hostile environments.

Mr. Eddie Whitford is a highly experienced specialist in the Prevention and Management of Violence and Aggression (PMVA), with over four decades of leadership and instructional experience in military, healthcare, and security training settings. As the Founder of PMVA Solutions, Eddie has dedicated his career to developing and delivering evidence-based strategies that promote safety, de-escalation, and resilience in high-risk environments.

His qualifications include multiple Level 3 BTEC diplomas in Restraint, Self-Defence, and Conflict Management Training, certified by the National Federation of Personal Safety UK. He holds Master-Level Instructor certification in Safety Intervention from the Crisis Prevention Institute (UK) and is a certified Manual Handling Instructor (QQI Level 6). Eddie also holds a 5th Degree Black Belt in Self-Defence and is a Level 3 Black Belt Krav Maga Instructor, further underscoring his deep practical expertise in personal safety and physical intervention.

A former Special Forces Instructor and Senior Military Unarmed Combat Instructor with the Irish Defence Forces (1982–2007), Eddie also served as an instructor at the Military College's Cadet School. Following his military career, he transitioned into healthcare, leading PMVA and safety training for mental health and intellectual disability services across Ireland since 2007.

Eddie’s work continues to influence best practices in aggression management and safety intervention, with a focus on training professionals to act safely, confidently, and ethically in volatile situations.
